Lauren MacMillan joined °µÍø³Ô¹Ï in 2009, and began working in the public finance industry in 2006. She specializes in working with Oregon municipalities of all shapes and sizes and has completed financings for cities, counties, school districts, community colleges and special districts. As a result, her underwriting and financial advisory experience is broad ranging, covering a variety of securities sold through public offerings, private placements and state and federal loan programs. She has been involved with a variety of pooled borrowing programs and manages the Oregon Education Districts’ short-term borrowing program which allows school districts, community colleges and ESDs to fill funding gaps that can occur due to the cyclical nature of education funding. She also has considerable experience with the U.S. Environmental Protection Agency’s Water Infrastructure Finance and Innovation Act (WIFIA) program, including advising the City of Hillsboro on their $250 million loan in 2019 which was part of the first joint application for a project. 

MacMillan is genuinely committed to Oregon’s public finance community. She regularly presents at conferences on a variety of topics including continuing disclosure, refundings, bond basics, local option, Oregon’s property tax system and hot topics in bonds. She currently serves as the associate director for the Oregon Government Finance Officers Association (OGFOA), has completed two terms as associate board member for the Oregon Association of School Business Officials (OASBO) and is currently a member of the OGFOA education committee, as well as the OASBO professional development committee.

Prior to joining °µÍø³Ô¹Ï, MacMillan was a public finance associate with Stone & Youngberg in Phoenix, Arizona. She graduated summa cum laude from the University of Arizona with a bachelor’s degree in finance and a bachelor’s degree in French. She holds her Series 50, 52 and 63 securities licenses.
